Fog lamps will not work. Bulbs are good. Fuses are good. Wiring is good. Bulb out indicator comes on when I try to turn them on.

Get a multi-meter and test for 12 volt to the fog light. 

Also check the contacts at the fog light. 

I have seen cases where the terminals would corrode causing the fog lights to not work.

I would check the wire harness to the fog lights. They can become brittle and cause shorts.
