It is a 12V DC power lead. In most cases you do not need to plug it in. Only use it if the vehicle does not supply power at the diagnostic port.

In most cases, you do not need to plug anything into it
If the car has power at the diagnostic port, the scanner will connect normally through the main plug
Only use the 12V power lead if the vehicle is not supplying power to the OBD port — connect it to the battery or a 12V power supply
